More Tasmanians will have the opportunity to live close to jobs, services and community amenities through a new 42-home social and affordable housing development.
Homes Tasmania has appointed Fairbrother to deliver the $20.4 million development on Lots 1-5, Higgs Court, Devonport, that will transform the site into a modern, medium-density neighbourhood designed to meet the needs of a growing and changing community.
The new homes will be a mix of one-, two- and three-bedroom units across two-storey townhouses and three-storey apartment blocks, the height of which will be lower than the existing buildings on the rear boundary.
The homes will provide affordable rental options for people on low to moderate incomes, with some homes to be allocated to older Tasmanians on the Housing Register. Each home has been designed with comfort, accessibility and sustainability in mind. The development will achieve a minimum 7-star energy rating and meet Silver Level Livable Housing Design Guidelines, helping reduce energy costs while creating homes that can adapt to people’s changing needs.
The 1 ha site – the former home of the Devonport Bowls and Croquet Club – was rezoned to Inner Residential through a Housing Land Supply Order, allowing for the construction of an 11-lot subdivision. Lots 6-11 were released for sale for private residential development – three of those lots have sold, with one home already completed and being lived in, and one lot is currently under offer.

Located just minutes from Devonport’s CBD, the site offers future residents convenient access to shops, health services, public transport, employment opportunities and community facilities. As the only Inner Residential-zoned site in Devonport, it represents an important opportunity to deliver more homes in an established neighbourhood where people can easily connect to the services they use every day.
The project is part of Homes Tasmania’s ongoing commitment to increasing the supply of social and affordable housing across the state. The Higgs Court development features well-designed homes in well-located areas, and will help more Tasmanians find a safe, secure place to call home while supporting the continued growth and vibrancy of the Devonport community.
Construction will start once final building and funding approvals are in place.
