Homes Tasmania is continuing to work to boost housing supply across the state by unlocking land for new homes, helping create more housing opportunities for Tasmanians.
The Housing Land Supply Act 2018 (the Act) allows for appropriate government land to be rezoned for residential development by Homes Tasmania through a Housing Land Supply Order (HLSO). The Act has played an important role releasing more land for new homes by providing a faster mechanism for activating surplus government land for new residential developments.
Homes Tasmania purchased the Warrane site from the Department of Defence in July 2025 for $2.6 million and we have prepared a draft concept plan for a medium-density development featuring around 75 homes.
The proposed development would include a mix of social and affordable rental housing, designed to support a range of households and lifestyles.
The homes are planned with comfort, accessibility and energy efficiency in mind, making them suitable for people of all ages and abilities. Built to the silver level of the Livable Housing Design Guidelines, the homes would also help reduce heating and cooling costs while lowering environmental impact.

The Warrane site is an ideal location for new housing thanks to its proximity to public transport, shops, schools, employment opportunities and other essential services.
We are now finalising a development application for submission to Clarence City Council. Construction will begin once funding approvals and building contracts are in place.
Across Tasmania, 17 HSLOs have already been approved, supporting the rezoning of land for around 800 lots for new homes.
We have also submitted three more HSLOs with the potential to deliver another 80 lots and we are assessing additional sites that could support a further 395 lots in the future.
