Homes Tasmania tenants are significantly more satisfied with their homes compared with the national average, a new survey has revealed.

2025 National Social Housing Survey

The 2025 National Social Housing Survey, released today, shows nearly three-quarters (74.4 per cent) of tenants reported they are satisfied with the services provided by Homes Tasmania. This is well above the national average of 66.9 per cent and highlights the continued improvements in the quality, comfort and liveability of public housing across Tasmania.

Homes Tasmania homes again performed strongly in terms of thermal comfort and energy efficiency, with our tenants the most satisfied in the nation.

More than 84 per cent of Homes Tasmania tenants said they were satisfied with how comfortable their homes are throughout the year – significantly higher than the national average of 70.2 per cent.

Similarly, 83.8 per cent of tenants reported their energy efficiency needs are being met, well above the national figure of 74.7 per cent. Satisfaction with water efficiency was also strong, with 91 per cent of tenants indicating their needs are being met, compared with 88.9 per cent nationally.

These results reflect the significant benefits of our ongoing energy efficiency upgrades across the housing portfolio. Over the past two years, more than 1 600 properties have benefited from the Social Housing Energy Performance Initiative (SHEPI) funding, helping to make homes easier to heat and cool, more comfortable to live in, and more affordable to run.

This program, which initially received $16.6 million in joint funding from Homes Tasmania and the Australian Government, is being expanded with $14.6 million from the Australian Government to upgrade a further 1 200 homes, helping even more Tasmanians benefit from practical improvements such as heat pump hot water systems, improved insulation, draught sealing, energy-efficient lighting and window glazing.

Beyond energy performance, tenants also reported higher satisfaction than the national average across a range of other important measures. This includes structural modifications for special needs (82.2 per cent compared with 75.6 per cent nationally), day-to-day maintenance (66.5 per cent vs 61.8 per cent), and the availability of indoor and outdoor storage space (77.2 per cent and 69.3 per cent vs 69.5 per cent and 62.1 per cent, respectively).

Access to local services and amenities also rated highly – highlighting the importance of well-located housing in supporting overall wellbeing – with strong satisfaction reported for:

  • schools: 96.5 per cent (94.3 per cent nationally)
  • childcare facilities: 95.2 per cent (91.9 per cent nationally)
  • shops and banking: 95.3 per cent (93.3 per cent nationally)
  • parks and recreational/sporting facilities: 96 per cent (94 per cent nationally)
  • family and friends: 89.5 per cent (86.8 per cent nationally)
  • places of cultural/religious significance: 93.9 per cent (90 per cent nationally).

Conducted every two years by the Australian Institute of Health and Welfare, the National Social Housing Survey gathers feedback from randomly selected tenants across Australia on their experiences with housing services, amenities and living conditions.
