On Youth Homelessness Matters Day, Homes Tasmania recognises the strength and potential of young people across the state, and the important role that supported accommodation services play in helping them build positive, independent futures.
The Burnie Youth2Independence facility, which opened in May 2025.
As young people transition into adulthood, they can face a heightened risk of homelessness and having access to safe and stable housing can make a lasting impact on their lives.
Through a range of funded programs and partnerships, Homes Tasmania helps young Tasmanians stay connected to education, develop practical life skills, and work towards their goals in supportive and encouraging environments.
The Youth2Independence (Y2I) facilities are a key part of this approach. Supporting young people aged 16 to 24, Y2I combines independent living with tailored, on-site support, helping to build the skills and confidence needed for long-term independence.
Chelsea has been a resident at the Burnie Y2I since July 2025 and is enjoying having her own space and freedom.
“I wanted to take part in Youth2Independence to be able to have a safer, more comfortable place to live and to be able to have a fresh start,” Chelsea said.

“So far I have completed a Certificate I in Developing Independence and a Certificate III in Individual Support, both through TasTAFE.”
The experiences and the skills she has developed during her nine months at the Burnie Y2I have given Chelsea confidence and optimism in her future.
“It has given me opportunities to meet new people and new friends,” Chelsea said.
“I can see myself moving in with my partner in another state and saving up to travel around more and buy a new car. With my living experiences here it should help me a lot to move and be able to get a rental elsewhere.”
Chelsea was also keen to note the help and support staff provide to the residents.
“Staff helped with the Developing Independence course, and have also helped with Centrelink, taxes and doctor’s appointments. and tips for living independently such as budgeting, meal plans, finances and mental health,” Chelsea said.
Based on the internationally recognised Education First Youth Foyer model, the program focuses on education, training and employment as pathways to long-term stability and opportunity.
Across Tasmania, five Y2I facilities provide homes for more than 170 young people, with additional cluster and share homes supporting even more participants in smaller, home-like settings. Altogether, the program delivers accommodation and support for more than 200 young people, ensuring they have what they need to pursue their goals.
Importantly, these services are designed to offer more than just accommodation. Young people are supported to engage in education or employment, while also working towards a Certificate I in Developing Independence, building skills in areas such as wellbeing, community participation and everyday living.
Beyond Y2I, Homes Tasmania funds two Youth at Risk centres – in Hobart and Launceston – that provide temporary accommodation and care tailored to the needs of unaccompanied children aged between 12 and 15 years.
These services focus on reconnecting with family if possible, building everyday living skills, strengthening relationships, pursuing education or training, and supporting young people to transition to safe and stable housing.
Housing Connect remains the central access point for housing services in Tasmania, ensuring young people can easily access the support they need – from immediate assistance through to longer-term housing solutions.
Housing Connect provides services shaped for each person’s circumstances and life stage, including personalised support designed specifically for young people and outreach support in youth-specific services.
Homes Tasmania provides more than $50 million annually to support specialist homelessness services, including 20 homeless shelters across the state – 10 of which are dedicated to unaccompanied young people and children. This funding helps ensure our young people can access the support they need to thrive – today and into the future.
